There are so many factors to consider it’s hard to say exactly how long it will take to build up muscle on your arms.
The fundamental factors to consider when building muscle are training and nutrition. Training creates the stimulus (or the reason) for your body to get bigger and nutrition provides the tools to help your body grow.
With the right training routine and nutrtion you should see bigger, stronger arms within 30 days.
One important tip: Remember the triceps (the muscle at the back of your arm) is bigger than the biceps. So if you’re trying to build up muscle on your arms to fill your t-shirt sleeves, make sure to include exercises such as the close grip bench press, dips, and triceps extensions to build the muscles at the back of the arm as well as your biceps exercises (e.g. dumbbell curls, barbell curls, hammer curls).
